The idea for me has never been 'who's worse?', El.

I think for me the idea has been,'Hey, we've all got blood on our hands here. "Ain't no place a man can hide."
But we gotta sort this out. Moving forward, there's a way to do things and a way not to do things.
The song was written during a time of great change in America and some of the 'old ways' if you will were dying out. Social, political, sexual, etc. The old west setting is allegorical; Hunter himself I believe once mentioned these lyrics in connection with the early seventies women's movement. One guy's going "We can share the women....." and the other guys going, 'Ahhh, dude, just a minute there....you're not keeping up."

Just my take.
